"Attention all S.H.I.E.L.D. agents, this is Steve Rogers. You're heard a lot about me over the last few days. Some of you were even ordered to hunt me down. But I think it's time to tell the truth. S.H.I.E.L.D. is not what we thought it was. It's been taken over by HYDRA. Alexander Pierce is their leader. The S.T.R.I.K.E. and Insight crew are HYDRA as well. I don't know how many more, but I know they're in the building. They could be standing right next to you. They almost have what they want. Absolute control. They shot Nick Fury. And it won't end there. If you launch those helicarriers today, HYDRA will be able to kill anyone that stands in their way. Unless we stop them. I know I'm asking a lot. But the price of freedom is high. It always has been. And it's a price I'm willing to pay. And if I'm the only one, then so be it. But I'm willing to bet I'm not."
To understand Commander, one must first understand Steve Rogers, a man born in a time of need without two legs strong enough to stand on. As a child, he was sickly and weak. He faced relentless bullying and hardships with his health, lost his father in the first World War, and his mother to tuberculosis. He grew up with very little, and made ends meet in any way he could. Despite his rough life, he was raised to care about people. He looks for the good in anyone he can, and would do anything to preserve a sense of true justice. To him, there's nothing worse than a bully. The vital difference between Steve and Commander is that Commander has no idea he is the bully, now. Even having his mind wiped wasn't enough to destroy the desire to do what's right. Captain America's moral compass shown brightly through the lack of memories, and Hydra made the best of this. They told him everything he needed to hear, that he was an agent of Hydra who'd lost his memories in an incident in the war, that the arm they'd given him was to replace the one he'd lose in the same incident... and most importantly, that they were the rebellion, rising up against the oppressive world around them, and that he was the only one who could save the innocent population of the earth. At his core, Commander is still very much the loyal-to-a-fault Steve Rogers he remembers nothing about. He's sarcastic, has a sharp sense of humor, and amazing leadership skills. His tactical mind is one of a kind, and his sense of responsibility is unrivaled. But all of this has been twisted underneath decades of training and conditioning. He's been transformed into a killer, one who can and will go to nearly any lengths necessary to see his missions completed. He's changing the world, one target at a time, and anyone who gets in the way can only be a traitor to the earth. "What about you? Are you ready to follow 'Captain America' into the jaws of death?" "Hell, no. That little guy from Brooklyn who was too dumb not to run away from a fight, I'm following him." "People are gonna die, Buck. I can't let that happen." "You know, I read those SSR files. Greatest generation? You guys did some nasty stuff." "Yeah, we compromised. Sometimes in ways that made us not sleep so well. But we did it so the people could be free.
