→Everything starts out the same as in the movie canon, until he’s running through missions with the Howling Commandos.
→And then, everything changed when the Fire Nation Hydra caught their break. In a narrow hallway Steve and Bucky are advancing down, a Hydra agent throws a grenade. Steve throws Bucky backwards, and grabs the grenade to throw it back at the agent. It explodes less than three feet from Steve’s outstretched arm, destroying it and knocking both men unconscious. The agents leave Bucky for dead, and take Steve.
→Steve gets the metal arm. In a confused, mid-brainwashed rage, he lashes out, killing several agents and overpowering Johann Schmidt before he’s subdued.
→With Red Skull killed, Hydra begins its “safer world” missive decades ahead of time.
→Steve’s memory is wiped, and he undergoes full brainwashing. He begins his systematic takedown of political and military leaders worldwide in Hydra’s name.
→Steve faces Bucky in an assassination mission in which Bucky is guarding the target. Bucky is left alive; a hole in Steve’s conditioning keeps him from delivering the final blow on his best friend.
→Bucky and Peggy team up to try to get Steve back. They succeed in breaking through his brainwashing, but the effort proves fruitless in the end; Steve is recovered by Hydra agents and treated a second time.
→Bucky and Peggy are captured during an infiltration gone awry. They, along with the other members of their squad, face execution on the plane they’re being transported on. Steve is revealed as their executioner. Peggy is killed in front of Bucky. Bucky is wounded and thrown out of the plane over the Arctic Ocean.
→Years pass, and Hydra gains global control.
→S.H.I.E.L.D. (Specialized Homeland Infiltration, Espionage, and Liberation Division.) is formed as a global resistance organization by Howard Stark.
→Steve Rogers as Captain America becomes a fairy tale. The name is forgotten to him on a personal level. He’s referred to only as “Commander”, “The Asset”, and “The Winter Soldier.”
→1981, Howard and Maria Stark are murdered in front of an 11-year-old Tony, who is then taken in by a young Nick Fury after he inherits the position of Director of S.H.I.E.L.D. from Howard.
→S.H.I.E.L.D. grows more active, forcing Hydra to keep Steve out of cryo.
→Natasha Romanoff joins Hydra, and during those years, she and Steve pursue a relationship. When she defects, Hydra utilizes Steve’s anger at her betrayal to hit S.H.I.E.L.D. twice as hard.
→At current, S.H.I.E.L.D. has recently unearthed a body from the arctic, unbeknownst to Hydra, and somehow miraculously alive…

Personality:

→Like Steve is in canon, this version of him is driven by his love of people and his desire for their safety. Hydra didn’t erase this; they twisted it into being what they want. He fully believes that Hydra is working for good, that everything he’s done has been for the safety of the world.
→Continuing in the vein of familiarity, Steve is still bullheaded and short-tempered. As good of a person as he is, and as tightly trained as he’s lived his life, he’s still ultimately ruled by his emotions, even though he’s got them under wraps a bit better than his canon counterpart.
→The major difference in his personality from Steve is that the line to cross for “going too far” has been virtually erased. He’s been trained as a weapon, and despite keeping his personality thanks to a lack of extra memory wipes, it’s been a little warped to get to the “ultimate goal” of a perfect world in Hydra’s eyes. Very few things are too far for the Winter Soldier.
→He can be incredibly sarcastic, as is his sense of humor.
→At his core, he’s a man who doesn’t like bullies, no matter where they’re from. He just hasn’t figured out that he’s the biggest bully around.

Abilities: As a supersoldier, his body regenerates and heals at an accelerated rate. He also has super strength, fairly impressive run speed, and his body’s metabolism is 4x faster than a normal human. He’s also got a metal arm that is even stronger and more dangerous. On top of this, he’s been trained to be the most dangerous assassin in his world.
